How to enable whitelisting and add players to it

Enabling the whitelist

Head to the Ark Server Settings tab down the left hand side of the panel.
Switch the whitelist setting to be enabled and hit save to complete the change.

Restart the server and now the whitelist has now been enabled.

Adding players to the whitelist

To add users, you will need to find their Steam 64 ID which you can get from the following site: https://steamidfinder.com/
Head to the file manager down the left hand side, then head to the following directory ShooterGame/Binaries/Linux.

Edit the file called PlayersJoinNoCheckList.txt. Please note, if the file does not exist, create the file manually using the create button in the file manager.
Paste in each players Steam 64 ID on a new line, then hit save to complete the changes.
Restart the server and those players have now been whitelisted.

You can also whitelist players by running the command cheat AllowPlayerToJoinNoCheck (Steam ID) and remove them using cheat DisallowPlayerToJoinNoCheck (Steam ID). This also doesn't require you to restart the server after each change like the above method foes.
